I encountered a similar problem a few months ago related to MS Office XP not working with Oterro 2.0 under Windows XP Professional.
Completely removing Office XP and reinstalling it after a cold boot solved my problem, which apparently was caused by installing RBW 6.5++ after Office XP. This problem occurs with Windows XP only. Even if you are not using Office XP, you might want to give it a try.
