Well, I'll get started, but others should jump in.
Lots of backing up and testing, of course, Work on a complete copy of 
the database and application. You can copy files over when you are 
done, (not the database, but the other files), and you can transfer 
modified forms, reports and labels with OUTPUT/UNLOAD

Rules and Views you may want to revise in the production database.

Here is a list of places where double quotes could be hiding, and need 
to be changed:

text files on disk: (for these, you can use R:Code search and replace, 
with confirmation, to work through them.)
===============
Command Files
Application Files
EEP Files
Stored Procedure source code files
RBASE.CFG file

Data within the database:
==================
variable expressions in forms
variable expressions in labels
variable expressions in reports
view definitions
computed column definitions
rule definitions

For the views and rules, you can do SELECT commands looking for 
double quotes within the sys_views.sys_query or sys_rules.sys_where  
columns.

If your current quote character setting is a double quote, and you are 
looking for a double quote, you need to "double" the double quote 
INSIDE a pair of double quotes. So your where clause will have four 
double-quote marks in a rows:

SEL * FROM sys_rules WHERE sys_where CONTAINS """"

For the expressions in forms, reports, and labels, you will 
have to open 
each one and choose "Variables/List Expressions" to review them by 
eyeball.  

And, when you are finished, be sure that, while connected, you SET 
QUOTES=', then disconnect.
