Troy, I have noticed the following behaviour in 7.1, and a variation of it may 
be what you are
seeing. While working with the R> prompt and with either the form or report 
design window open,
typing Exit at the R> prompt will close the design window, and wait for a 
second Exit to close the
R> prompt and R:Base.
