A) There are tons of blogs on the web with comments turned off. B) Can you fathom the vitriol and time waste that would occur if Rivendell allowed comments there? They'd have to hire someone just to manage the blog. :-)
News section != blog, but comments do not a blog make. It's that way by design. But it's definitely a blog.
