Absolutely. My point is that barring local knowledge, shops who carry Surly tend to be a good place overall and far more likely to be "not-dumb" when it comes to helping her find the right bike for her needs and budget. Hence, the starting point is Surly, simply to narrow things down. Local knowledge always trumps this, of course.
