I change handlebars/tape so often, I've had a lot of experience using this stuff. :D
What I've found is that the first coat needs to be pretty thin, and let it dry for a couple hours. Then i come back and start applying heavier coats, but not so heavy it starts to pool or drip, just give it a nice full coat. I let these coats dry but they are usually dry enough within an hour or two. Should be dry to the touch... but touch very lightly, you don't want finger prints. I'll usually give it about 4-6 coats total depending on how the color looks. Now there are two things which I've found very important. After the last coat, let the bars dry for at LEAST 24 hours. They really need to set and harden. If you ride to early you are going to dull the finish. Then, something else I discovered on my own is that you can apply obenauf's to the fully dried bars. Go ahead and polish them up real nice, they'll be slick of course. Let that sit over night and polish off in the morning. You probably want to wear gloves if you are going to ride. I'll then apply it again that evening and let it sit overnight again, polishing off in the morning. You should be good to go after this and what it seems to do for me is soften the shellac to a point that it makes it playable and more durable, but keeps the glossy finish and it extends the life of the shellac preventing it from flaking, which I always had a problem with in the high use areas of the bar. You can apply more obenauf's to the bars every so often to extend the shellac's life.
