Incorrect seating can also cause a hop, so that is the first thing to check.  A 
bent rim, of course, is also something to check.  Assuming you’ve checked those 
already, I have had multiple such tires that had an incorrect joint at the ends 
of the carcass, which is a strip of fabric that comes together in an overlap 
joint.  The result is a sort of zig-zag distortion of the tire.  Mark the tire 
where you see the hop, then take it off the rim and look at the inside.  You 
can see where the overlap is, it’s about a 3/8” line; if that’s where the hop 
is, that’s the likely cause.  

I have had this problem more often in tires made by Panaracer (e.g., a Pasela, 
or Ritchey IME; the Grand Bois and Compass tires are made there as well but I 
have never owned any of those and have not heard any reports of this problem 
with those) than any other manufacturer (e.g., Michelin or Continental).
