I'm pretty redundant when it comes to puncture resistance. Schwalbe
Marathon Plus tires and puncture resistant tire strips inside and I haven't
had a flat in several thousand miles but you can't protect against
everything. I got this double trouble the other day. Huge piece of glass
(which didn't actually cause the flat) and inches away a nail that pierced
the outside and inside of the tube.

Is this tire still safe to ride on?

Still can't say enough for how cool other cyclists are. 90% of them/us,
riding by, will ask if you need anything. Also met another Rivendell rider
out from MN on a beautiful black Atlantis with S & S couplers. Never seen
one in black before.
