I have ridden the same off-road rides with bikepacking gear and with panniers. For me, when I was pushing the bike, the rear panniers got in the way of my legs, particularly on narrow trails where I needed to get close to the bike. YMMV.
The other appeal is simply simplicity. Racks can loosen up. They can break. If you don't have racks, then you don't have to worry about broken racks.
