Don't cut them. ;-). By today's MTB standards the bars are already narrow. Move break levers inward so you can just reach them with your index finger from the end of the grip and tape up the rest.
I use the full length of my bars. The width is great for descending (and climbing) but make sure you adjust your arms to an elbows out position. Will give lots of control and absorb shocks better.
