While no one can tell you what works for you , you may as well try them 
higher , a lot higher judging by the photo . I think I started mine an inch 
above the saddle and rose it another inch or so later on. I could still 
likely go higher , maybe some day , ho hum, ......    My reference point 
for measuring bar height are top of the middle saddle and top middle of the 
bars next to the stem, off the floor.
