That's what some people would call a mini-velo. It's a pretty popular genre in Japan, I'm told. It's supposed to ride well, like a <airQuotes>normal bike</airQuotes>, but it takes up a lot less space than a big-wheeled bike, like in your apartment. They are supposedly very traffic maneuverable with the little wheels.
