I had been eyeing this one by SOMA. 
 http://www.somafab.com/archives/product/porteur-rack-stainless-steel  I 
liked the fact that it was stainless and had crossbars for panniers.  Matt 
at Pass and Stow here in the bay area makes great racks, too.
