Is it your fender flexing and momentarily rubbing the sidewall of the
tire?  The Compass tires have a very fine tread that can make funny noises
when something rubs it.

This seems especially likely if you have SKS Chromoplastic fenders.  I've
experienced the front fender shimmying side to side after bumps on every
SKS-fendered bike I've ridden.  P65's seem the flexiest, exacerbated by the
fat tires underneath.
