When supporting Carradice saddlebags on racks, I always wrap the front seatpost-intended strap around the front of the rack. I can't vouch for this with Sackvilles, but I've never had a problem with swaying loads on Carradice: The front strap centers the bag, and the weight of stuff pushes it solid to the rack.
