Ash: You should decide on your tire before deciding on your fender. Whether
a 650B tire fatter than 42 mm requires more effort to pedal depends on your
situation: sand? A 60 mm tire will float over sand far better than a skinny
42. Road? If a 650B X 50 mm tire is as supple and light as your 42, it will
probably pedal just as easily. I don't know what 42 you are using; if it is
one of the Compass extralights, then there is probably no fatter tire that
is as light and supple, and thus no fatter tire that will roll more easily
on firm surfaces.

But if you are riding on sandy soil or deepish gravel, I can tell you from
my experience with 700C X 50 mm tires and ditto 40-somethings that 50 is a
sort of sweet spot for sand and deep gravel; it floats almost as well as 60
mm but seems to float much better than 40-something, particularly because
you can very safely run a 700C X 50 tire at 20-25 psi if you don't weigh
much more than 170 and you are careful about hitting big rocks and curbs.
(I've run 50s as low as 18 and 60s as low as 12, tubes as well as tubeless,
with no problems; I'm 175.)

So, now you've chosen your tire. Next, choose your fender. Your fender
should be wider than your tire, but I've used 60 mm fenders over 60 mm
(actual 60 to 65 mm) tires and they have kept off the spray.

At the other extreme, I used 45 mm Honjos over 22 mm tires, and, while this
combo didn't look the best, it didn't look weird.
