Every time I've considered this question on a bike I've ended up trying bigger tires... I'd max the fender size if you are even considering wider.
I do have an used pair of Vee tires that are either 2.0 or 2.1 by 650B that you can have for shipping, pm me if you are interested. The have a light knob tread that is pretty worn.
