What's wrong with mounting both the rack and fenders on one set of eyelets? People do it all the time, you just need longer bolts. And yes, they are strong enough; they're made to take that kind of load.

Primarily I'd use the rack as support for my Carradice Nelson longflap, but could end up in a position of needing to put a pannier or two on it if I was commuting in inclement weather or embarking on a weekend tour.

There are a few frame builders here in town I know could add new braze-ons for not too much $, but I don't want to go down that road unless I have to since it's considerably more permanent of an option.
