I have size 13 feet and the MKS sneaker pedals always felt great to me. 
They are $30 from Riv so they're within your budget and you can also 
support Riv. 

I do really like the VP pedals too, there's plastic ones that feel great 
available on the bay for around $20. VP Vice is my favorite pedal but over 
your budget. The MKS feel just as good though just not quite as grippy.
