FWIW, cycling-specific rain capes have thumb or hand loops to keep the cape draped over the bar, even if it is a drop bar (note that I've owned 1 cape that was cut too narrow to use on the hoods, but I just may have bought a small one; don't know if the Carradice bright yellow nylon cape came in multiple sizes). But the Campmore and the Ducksback both had thumb loops -- still a bit awkward, but certainly usable for bar controls; I don't know about dt shifters.
