I have been using a Nitto M-12 for years now. I ignore the weight rating. 
Due to a logistics error, (I was stupid and my rear rack was full)  I 
actually carried a 40 lb. bag of bird seed draped over it for a mile or 
two, down hill, on rough pavement. I fully expected it to bend.* It didn't 
bend*, and it is not CroMo.  It will never see such a load again (I hope) 
but I no longer worry about 12 to 15 lb. loads. 

I gave my Marks rack to my son.
