You could go minimalist with Woody's Chop Chort wood fenders. The size, shape and tire clearance pretty much eliminates any concerns about a fender getting jammed and locking a wheel. They don't do a whole lotta fending, but the major spray on DT and bottom-of-bag is interrupted.
If you zoom you'll note the fork-mounted dyno-light. Mine's not big enough to drop to the tire, but if it somehow did it would just skip off the top of it.
