You could go minimalist with Woody's Chop Chort wood fenders. The size, shape 
and tire clearance pretty much eliminates any concerns about a fender getting 
jammed and locking a wheel. They don't do a whole lotta fending, but the major 
spray on DT and bottom-of-bag is interrupted. 

If you zoom you'll note the fork-mounted dyno-light. Mine's not big enough to 
drop to the tire, but if it somehow did it would just skip off the top of it. 
There's nothing in front for the spinning wheel to jam it into.
