I've switched this bike back and forth quite a bit between 700c and 650b. 
The frame will clear 48mm 650b tires plus fenders - clearances are a little 
tight at chainstays, only because they're crimped where a 700c tire would 
go. 
There's too much overlap for me with other bikes to justify 48mm tires on 
this as I have a Trek 850 with 26x54 tires and a Black Mountain 
Monstercross that will soon have drop bars and 700 x 48 tires with fenders. 
Side note - 38mm 700c unbelted Paselas are really nice and supple, not 
Compass supple, but getting close IMO. I think the 38mm size is a 
relatively new size. I remember riding ones marked as 37c, but the actual 
38mm ones feel nicer than I remember.
