Welcome to the list. Please post a photo of your Clem. It used to be that cheap wheels were machine built, and that the cheaper the wheels, the less hand truing. And $155 is pretty cheap! But perhaps machine built wheels are better now? I've not bought machine-built wheels for decades.
The components of those wheels are good, though, from what I hear. I agree: spend money on good tires.
