My ‘99 (or maybe it’s ‘98?) JS/JB Riv Road Std. is also like that.  I’ve
always thought of that as something Joe didn’t do.  The BB shell has a mini
chainstay bridge cast into/onto it, and there is a brazed in chainstays
bridge as well.  I personally think the cast one should have been filed
away, but I don’t suppose it matters…
