I could likely shave off another pound by shortening the excess steerer, adding a lighter saddle lighter cranks, bb, inner tubes, pedals, and brake levers. That would get it very close to the 23 pounds and the bicycle would still likely be a reliable commuter that could be used on road and gravel.
