I've run inners as close as 2 mm to the stay with no problems -- IIRC, Sheldon permits as little -- but would not want personally to go closer. IIRC, too, someone on the Boblist was selling a 125 mm Phil with rings for $85 shipped.
I put a spare 113 Phil on the trike when I swapped out the SunTour triple for a TA Cyclotourist and found that, even shoved at least 3 mm to the right, it would not accomodate an inner 26, so I am running just a single 44, which is fine except for a couple of short area hills.
