I suppose it would depend upon whether pictures were exchanged. If an offer was placed sight unseen and not contingent upon photos, one gouge to the chain stay I could see does not make a bike less than "great." I personally think it would still bear mentioning before the final deal was consummated, but such is the grays of dealing with strangers on the internet.
