I actually think it is the sidepull brake that causes the clearance issue 
that I have. Its really not much of an issue as the rub is very light and 
does not cause resistance, only a sound that bothers me. I have had someone 
tell me that they had the same setup on an Atlantis (Canti) with no issue, 
no rub. If your Sam has canti brakes I would bet that you would be fine 
with 38s. I actually wanted a Sam because they had Canti brakes but by the 
time I went to order they had changed to sidepulls. That was a move that 
disapointed me.
