My experience with shipping drop handlebars is to make a custom box (a
bike box supplies a lot of big flat pieces of cardboard).  Score the
flat cardboard so you can form a box around the h'bars that is roughly
triangular in cross section.  You can make the box fit fairly tight to
the bars since they are really strong.  Even parcel post rate I recall
postage being something in the $20 range & this was a while back.
