With everyone's input, I think I will put the Riv back in fighting trim - that is to say, 700c wheels again, no fenders - and keep it as a road bike for now. In the meantime, I'll still be dreaming about touring bikes with short top tubes, and I may pass on my 609 wheels or rims to the next person who'd like to experiment with them.
