Have the same VO rack on my daughter's bike and we use the decaleur to attach a rattan basket, for which it works great. But think about this for your 12-liter bag - the entire vertical mass of your loaded bag would act in torsion on the your fork bolt, and gravity would help (in a bad way). You need a secondary attachment point - either the stem-mounted decaleur or the headset-mounted decaleur.
