Hi Michael, I generally don't ride off road with panniers...I typically like my loads up high when off road. But it all depends on 1.) terrain 2.) system. This is not to say I won't ever though when I have my Atlantis built that may change. I liked the look of the Nitto Campee rack keeping the center of gravity low.
