Yes, RJM is correct: the Phil Rivy hub is freewheel.  You'd be limited to a
7-speed freewheel on the Phil.

If you want to run 9 speeds on the rear, you need a cassette hub.  The Phil
cassette hub is almost $500, and is gorgeous.  The mid-level Shimano hubs
are ~$50-75, and perfectly ok.

Nothing wrong with freewheels and freewheel hubs, however, and Phil FW hubs
are about the best.  Freewheels put the pawls in the cheap, easily
replaceable part instead of inside the hub.  I just rebuilt my ~20 yr old
Phil hubs with new sealed bearings (total cost ~$25), so they should be
good for another 20 years at least!  And perfectly ok Shimano freewheels
are <$15 each.

As for rear derailer, I've had good luck with last-generation MTB derailers
(9-speed MTB).  XT would be great, Deore/LX is probably just about as good.
 If you're going with 7-speed freewheel, you could use any MTB rear
derailer made in the last 25 years.
