This issue is unsolvable.
As soon as you open multiple Excel files,
with RExcel activated. RExcel is available for all the workboosk and
therefore cannot be changed AND saved.

I will integrate the timezone change in the next release of RExcel,
and in the near future RExcel will become an R package requiring either
rcom or R(D)COM server.

We are currently alpha-testing this.
RExcel will probebly still be distributed with R(D)CoM,
but updating RExcel only will become much easier.
