Except that then the team tasked with destroying the building could
use their tanks to shield the 'militia' vehicle as it drives to its
target; not something possible in most militias. Also, the rules are
pretty clear about a vehicle being put into series production by a
country for its army. No experimentals or one-offs, which rules out
'technicals', even the ones we used during ODS, which were all field
expedients.
