Guys Sadly it is not possible to build an explosive device that isn't dangerous and almost certainly illegal too. As soon as you contain an explosive you have a bomb. The best way would be to make a paper or card container on the back of say a truck so that the blast would not be contained. That way you would have to wait until it rolled over before it became deadly.
If someone wants to build a 1/6th scale Goliath then that's probably not a problem as it would be very small. Build a 3 foot long one and you will have- well, a Goliath, which is something you might well want to sell to the military but not really something that you would want running around a field controlled by amateur electronics.
