Most of the elements have analogous unambiguous MARC tags and/or ISBD
punctuaton, which cataloguers would understand, whether or not those
would be the universal coding systems.

Where does it not stand alone as a data element? In ISBD it is
identified by "/", removing the need to supply "by" in the language of
the text if lacking. In MARC it is 245$c, also removing the need for
a supplied relator. It is as separate from title as imprint's place,
publisher, and date; which are given as stand alone elements. The
statement of responsibility in/on an item is a pretty basic property
(i.e., characteristic) of an item.

Since Panizzi did this, and it's been codified in ISBD, why are we
doing it again? Granted new elements must be added for new genre.
But the properties as given are replete for music and moving images,
but very underdeveloped for print resources, e.g., subtitle, parallel
title, alternate title, earlier title (for continuing resources),
spine title, running title, constituent title (UKMARC 248), etc., not
to mention related works.

It seems to me in simple English "properties" in this context should
mean characteristics of the resource which need to be recorded in data
elements. "Newspeak" just confuses the issue, and is at the root of
much of the difficulty with FRBR/FRAR/RDA/RDF/etc.
