I thought one of the premises of RDA was that it would be a framework under which rules for the various "metadata communities" would create rules to ply their trade. If that is correct, then one or more groups ignoring it entirely is a very real possibility, one that some low creatures--like me--might favor, depending on how RDA looks upon completion-- or what the various constituencies agree to call "completion."
