Amen. I've just taken over as Archivist for an institution in which
this happened. The institutiona's administrative structure was taken
as the basis for organization, with *numerous* fine subdivisions.
Then there was a basic change in administrive structure! To find any
topic, one must track down what former committee of what fomer council
used to be responsible.
Oh for ISBD/AACR2/MARC21/LCSH description and control!
I fear great divergence in bibliographic record practice, given RDA's
many options. We may not even have "interoperabiity" among libraries.
