The RDA developers' approach is much more modern, ambitious, and comprehensive in terms of functionality, and therefore lots more complex. No wonder it takes a while. My setup was derived from a similar database done years ago for our outgoing German code RAK. So all I had to do was some modifying of the scripts and restructuring of the text extracted from the PDFs.
... but the language of RDA needs to be more explicit as well.
