Rather half-heartedly, RDA picks that up in 1.5.4. (successor to AACR2
13.5/6)
And it is what we (in Germany) have done all the time with the
parts of multipart resources. It can now be properly encoded even in MARC21.
You are right that sometimes, esp. in Music, the parts make more sense
than the whole, but that's not really the problem.
