The definition for *tactile three dimensional form* is "*Content expressed through a form or forms intended to be perceived through touch as a three-dimensional form or forms*".
My understanding is that the definition covers at least the core content instead of a part of content. If a part of content of an item can be perceived through touch, I do not think that it can be called as a tactile three dimensional form, unless you give a note. In other words, the content can be fully known or learned through touch. It is related to the design purpose of the item.
