We will instruct that 264  4 be deleted if the $c is the same as 264  
1, that date type be s, and only date 1 be coded, whether 264  1 has
$c in brackets or not.

We will instruct that 260 be edited to to 264 in derived RDA records.
   
Both of these we will do for the sake of consistency in our own
database, and to simplify product and export programming.
