We would only include the month in 264 1 $c if there were two versions
published the same year.
Since the 264 1 $c year comes from the item (as with copyright year
in the absence of publication year), the brackets seem misleading to
me; but for sake of consistency we will use them.
In both cases, we would quote the entire date in a 500.
