Appropriate $4codes or $eterms are lacking for some non complex
situations, e.g., 111 conference heading for proceedings, 110
jurisdictional* heading for a law or treaty, 110 for denominational
liturgies, 130 uniform title headings.

In the absence of a suitable code, SLC will probably not assign one.  
Nothing seems less confusing than a code which does not express the
relationship clearly.

*"jurisdiction governed" is in the RDA term list, but not the MARC
code list; this is one of the new stances when the terms are richer
than the codes.
