Yes, if Bibframe is devised, used widely, and makes adequate provisions for converting MARC records using RDA (and not incidentally AACR2 & 1). Until then we would do well to continue using the 006/007/008 combos as well as any other new, less granular, fields. RDA by itself is not going to make anything available as linked data.
