I agree. Eliminate the "enclosure" and you eliminate his complaint. Just
make them accessible only to authorized personnel and provide adequate
working space. That should work.

I've never understood how a metallic battery enclosure is safer than a
non-conductive enclosure, regardless of combustibility. Imagine something
really heavy falling on a metallic covered enclosure and causing a battery
short.
