Short-circuiting should be OK for crystalline cells, but some thin film manufacturers ask you not to do this. On the jumper-cutting, I agree with the others that you probably shouldn't create arcs just for fun!

I am concerned both about maintaining the string in a short circuit
condition and cutting the jumper while energized.

Any thoughts?
