The lay-in lugs are not listed for use outdoors and will weld up with rust in little time.
Best bet is to replace the lug only with one of the several available that are listed for direct burial and have been used to bond modules in years past. It is a compromise as the bushing itself is not listed for use outdoors either, but I think it is the lay-in lug that is the big problem. I believe this has been discussed here in the past.
